1) Transparency – Efficiency and 2) True Women – Innovation. So, from now on, I will look into the value of public data in our daily life through examples made by ordinary citizens and news jelly.  

First, transparency – efficiency is the sector. Since the government 3.0, public institutions’ data is open to the public  . I would like to introduce the ‘Open Data Plaza in Seoul’ as the first example of transparency-efficiency value enhancement.

The Open Data Plaza in Seoul is an open data-only site created to actively promote the opening of public data in Seoul. You can search all the information of Seoul city here, and DAISY, a data visualization solution, provides the ability to create visualization results at once.

The Seoul Open Data Plaza was first created in 2014, and the Open Data Plaza has now become a public data open space centered on visualization. What really changed?

After introducing a visualization solution to the open data plaza in Seoul, about 5,000 visualization charts were created within eight months of installation. We recorded an average of 458 views per chart and improved “transparency”!

As a result, more and more people are interested in public data, and with data visualization, they can visualize the data they want and get a variety of insights tailored to their needs.

In addition, ‘Big Data Administration of Seoul City’, which is a benchmarking target of many overseas organizations, has been selected as the ‘Big 7 Data Sustainable City’ by Guardian magazine and received attention from various overseas government agencies!

A public data open site that combines data visualization functions, ‘Seoul Metropolitan Open Data Plaza’! Is not it perfectly appropriate to have both transparency and efficiency with both data opening and visualization capabilities?

The second example is the public data portal of Korea Information Society Agency, which can view all public data in Korea including education, finance, and administration!

공공데이터포털에서는 국내에서 개방 가능한 모든 데이터들을 손쉽게 찾아볼 수 있는데요,  ‘이 달의 데이터’ 라는 내용으로, 매 달 1부문의 공공데이터를 선정하여 시민들이 얻을 수 있는 인사이트를 소개하고 있습니다.

현재 공공데이터포털은 ‘모든 공공데이터’ 들이 ‘효과적으로 활용’ 될 수 있도록 돕는 공공데이터 개방의 중심에 있는 곳이며, 일반 국민들의 다양한 리서치 뿐만 아니라 공공기관 내 업무 효율성을 제고하는 등 개방성과 효율성을 함께 촉진시키고 있습니다.

추가로 살짝 소개해 드릴 것은, 현재 정보화진흥원에서 공공데이터가 효율적으로 사용될 수 있도록 돕는 ‘오픈스퀘어-D’ 라는 공공데이터 활용 및 창업 지원공간을 만들어 여러 가지 프로그램들을 지원하고 있다는 것입니다.

지금까지 국내 공공데이터에서 투명성- 효율성의 가치를 창출한 사례들을 만나보았는데요,

지금부터 참여성-혁신성 부문의 사례에 대해 알아보겠습니다.

최근 국내 여러 공공기관에서는 공공데이터 활용 공모전을 활발하게 개최하고 있는데요.

일반시민과 뉴스젤리가 참여한 공모전 제안 사례를 통해, 공공데이터가 어떻게 참여성과 혁신성을 끌어낼 수 있는지를 소개해드리겠습니다.

 

<안심 귀가길 안내 앱 ‘안심 ROAD’>

<제 3회 산업통상자원부 공공데이터 활용 비즈니스 아이디어 공모전>에서 장관상을 수상한 김동현 씨의 아이디어인 안심 귀가길 안내 앱 ‘안심 ROAD’ 를 소개드리고자 합니다. 

최근 강남역 사건 등 여성을 대상으로 하는 묻지마 범죄가 기승하면서, 사회적 불안이 고조되었는데요. 안심 귀가길 안내 앱 ‘안심 ROAD’는 전봇대 번호 데이터를 활용해 인근 CCTV나 긴급대피소가 있는 경로를 안내하는 서비스입니다.

범죄에 쉽게 노출되는 여성과 어린이들이 혼자서 걸어갈 때, 안전한 경로를 선택할 수 있고,  무엇보다 사고시 전신주 번호를 앱을 통해 알 수 있어 신속한 대처 및 구조가 가능하다고 하네요.

아이디어 제안자인 김동현 씨는 “최근 많은 범죄들로 혼자 다니는 밤길이 무서운 시기에 안심로드 앱을 통해 안전하게 집까지 걸어 다닐 수 있게 되고, 심야에 일어날 수 있는 사고와 위험으로부터 보호 받을 수 있었으면 좋겠다”고 수상소감을 통해 공공데이터의 창출 가능성을 말씀해주셨습니다.

대부분의 사람들이 일상 속에서 늘 지나쳐왔던 전신주나 CCTV인데, 실제 이렇게 데이터로 관리 되고 있다는 것이 참 놀라웠습니다!

그리고 공공데이터포털에서 서울시 CCTV 데이터를 활용, 행정구별로 CCTV가 얼마나 많이 준비가 되어 있는지를 시각화차트로 만들어본 시민 분이 계시더라구요.

복잡해보이는 CCTV 데이터도 한눈에 보니, 어떤 곳이 더 안전한지 한눈에 알 수 있을 것 같습니다.

 DAISY 1.1에는 주소 기준 데이터도 바로 시각화가 가능하다고 하니, 김동현 씨의 아이디어인 ‘도로별 안내’도 곧 시각화 차트로 만나볼 수 있겠네요^^

요즘 날씨, 어떠세요? 지난 주, 밤까진 분명 여름이었는데 다음날 아침이 되자 으슬으슬 가을이 온 것, 여러분들도 느끼셨을텐데요. 기상청의 슈퍼컴퓨터로도 맞추기 어려울 만큼 오락가락한 날씨를 데이터로 활용하는 사례가 늘고 있다고 합니다.

대표적인 예로 식품회사 SPC를 들 수 있습니다. 지난 6월 식품업계에서 최초로 ‘날씨 판매지수’를 만들어 전국 3100여개 파리바게트 점포의 단말기에 제공했다고 하는데요, 날씨지수를 바탕으로 수요예측을 하여, 도입 한 달만에 조리빵 매출이 30% 증가하는 등 효과를 톡톡히 보고 있다고 합니다.

그렇다면 공공기관에서는 공공데이터를 어떻게 활용할 수 있을까요?

뉴스젤리는 기상청이 주최한 기상데이터 활용 공모전에서 <기상 데이터를 활용한 시각화 서비스>를 제안했던 경험이 있습니다!  ‘아는만큼 보인다’라는 격언처럼, 복잡한 날씨 데이터를 시민이 직접 시각화하여 새로운 아이디어를 창조할 수 있게 돕고 싶었기 때문이죠!(그리고 아이디어상을 수상했어요:) )

그 중 하나로  여름철 기온 변화에 따른 노인 우울증 및 정신 질환의 상관관계를 파악할 수 있는 시각화 서비스를 제안해봤습니다.

The purpose of this study was to compare the distribution of the elderly depressed patients by region and the temperature and the weather conditions during the summer.

It was the prime reason for the prize to provide information to the elderly medical institution or the welfare center, and to actively prevent depression that is not readily apparent.

So far, we have looked at the value of public data and its applications! How was it?

In the future, I will become a news jelly that disseminates transparency, efficiency, true women, and innovation to the society by easily solving complex data through data visualization. Please expect a lot!
